Initiatives that have been studied and evaluated and that have support in the Long-Range Transit Plan and Regional Transportation Plans move to a development phase, where further evaluation is done. The National Environmental Policy Act (NEPA) requires an environmental review process when we seek federal funding for projects. Following any environmental study, projects can then enter design phase, where capital development teams formulate how a project will be implemented.
